Heya. I'm going to be honest — on review, wand making is described as a "complex and mysterious branch of magic". Hermione herself, as far as I'm aware, please correct me!) doesn't know how to make a wand.
So I'm not sure how Wrathion would gain these kinds of skills to produce the article. As far as I know, Wrathion himself doesn't know how to make wands of any kind, so even if we go by non-HP rules — I don't see how he'd be able to do it...
I was going by the rules that he makes items that are already inherently magical, and allow people to use magic, and is generally able to learn new crafting techniques with little effort to adapt by a need. By Warcraft rules, he can enchant items that would be considered way more complex than 'you already have the magic, you just need to focus it'. Magic is so like..... intrinsic to everything in Warcraft that actual wands by Warcraft standards are not even special. Basic ones cost like, no money. They're obviously different to Harry Potter wands, but I was mostly working from the standpoint of 'they're both magical items, he already knows what her original wand that worked for her was MADE of, it's a question of trying to recreate it in his own way'.
I can okay Wrathion learning to make a wand that is just around 50% compatible with Hermione: she will not be able to finalise some spells, and the ones she can complete will be very weak in effect, compared with their intended impact. Some high-cost spells (like the Unforgivables, the Patronus) won't work at all. Think of it as the wand equivalent of a phone with an extremely bad connection.
I'd have to think it over — I'd be more open to Wrathion learning local sorcery, funnily. I think learning the magic (or creating the magical items) of another canon poses more difficulties, because it means anyone applying into that cast now faces a connection they might not have signed up for. It'd be more explicable if we had someone showing Harry Potter wandmaking to Wrathion, but we're relying exclusively on his Warcraft abilities.
For right now, work on the basis that this is as much as he can do, please.
I guess I wasn't thinking of it as him making specifically a Harry Potter wand, but rather a wand by his own logic using the closest materials he could to the ones that worked for her before that she can use it. Since HP wizards can technically do magic without wands, I figure he'd just be making a fancy magical focus. But I never expected it to be exactly the same which is why I offered side effects.
Totally fine to just stick to your cap for now, though! Just explaining my logic.
