And should have asked this in the other note, but — we're in Arc IV: Serthica, where characters are (mod-)assigned citizenship and false identities through manufactured passports. They can be a nominal part of either Minaras or Eidris. They can infiltrate the other citadel half freely, so you're definitely not banning Clara from accessing the other region — but if you have a preference on assignment, shoot.
