Ephes is a well and truly crowded citadel, brimming with youth. For as many days as you want (but no longer than the remaining duration of the Ephes Arc), when she travels about town, Moiraine might think she briefly sees Rand's face among the many passers-by who walk by, or perhaps it's him at a distance, scorning him. Typically, individuals who are suffering might look this part for her: the thief getting hanged just now, or a servant getting whipped, or a young apprentice bullied and beaten might all briefly look like Rand to her. She can see them under their true faces, once she physically touches them.

They don't look like Rand to anyone else.
