If casting these spells relies specifically on calling on ambient magic in the Isles, then eb doesn't have that. Unless you maybe have Eda work with some of the other magic casters to create a magical fount that can convert eb ambient magic to Boiling Isles ambient magic? Maybe other characters can help.
If you think that all the glyphs need are ambient magic of any kind, then eb has that (depending on location, but typically it does). For other characters to use the glyphs — would they need to have magic of their own? If non-magical characters can canonically cast them, then other characters should be able to slowly learn over time, but please leave whether they do and the pace at which that happens as opt-in.
