Heya! I think to be apped in, they'd have to meet two criteria. They'd have to have:

— a concrete role in canon
— a distinct and coalesced canon personality

Point two might be the trouble for some games, if they feature malleable protagonists that are very passive/reactive or that are pure, undeveloped blank slates. I'm afraid I don't know enough about FF14 to give you an idea of whether they successfully give their Warrior of Light character enough personality to work with. But, generally, if you have to step in and create the majority of the character's personality, rather than it being immediately and easily deducible from canon events, then they probably don't qualify to be apped in.

If you're familiar with Star Wars: The Old Republic — we had an Inquisitor malleable character from it. That's kind of the level of defined personality I'd say is requisite, if that helps give you an idea.
